H260 Axle shims?

What are they there for? Doing some work on a Semi float H260 that was disassembled before i got to it and it has shims for the axle but im not sure why they even need them. Its a drum brake H260 if it makes any difference.

Its the shim between the housing and the wheel bearing carrier/housing. Where you would unbolt the axle when removing it.

yes their for wheel bearing adjustment as the axle bottoms on a thrust pad you nead to shim the retainer to achieve the right preload on the wheel bearing
