seems a bit loose and they do stretch... for the sake of $25 i would have replaced it while you had it all apart, bloody cheap insurance really. you are supposed to check them every 40 thou (major service) so maybe yours has just been getting worse over time.
excuse my ignorance but is there a second belt from the crank to the fuel pump? or gears? becuase looking at that there is nothing joining the crank and the cam
Turn the engine over in the direction of normal rotation, clockwise looking at the front of it. You will find the belt will tighten up, only reason it wont is because the tensioner has become stuck in one position.

This is normal believe it or not...when the motor stops, the crank turns back when the piston tried to compress air and doesnt make it...the spring on the tensioner takes the shock load, when you start up, it will return to normal, if you click the starter, it will aswell.

You don't have to check them every 40k, they just need to be replaced at 100k or 150k on some Toyota's.

Yeh i know what happens when they break, ive to had pull a few heads off after a belt has snapped, but i've never seen or heard of a belt on a 1HZ breaking before it was due (in fact i know blokes who are bit slack on maintenance and have gone 30k + past the due interval before changing it). Besides all that look at the path the belt on a 1HZ has to follow, there are very few times the belt has to bend unlike some other modern engines where the belt has to bend back and forth over a maze of tenioners and idlers, all at higher rpm than a 1HZ too. At the end of the day if regulalry checking it helps you sleep at night then do it, but i wouldn't be too concerned.
i am with you chunks i dont know how many belts i have changed at the 100 thou and they are like brand new (nearly) i think checking the belt is a wast of time as long as you REPLACE THE BELT AND TENSIONER when recomended you will be fine
