I have just fitted a turbo system to a 3litre toyota B engine (1980 model).
Can anyone one tell me the recommended timing position for the injector pump if I want to run 12 psi boost?

12 psi is what u might cosider high boost, with no intercooler. Most intercooled turbo deisels run say stock 4 - 6 psi with an intercooler to give u some idea of how hot things are gonna get. (there will be some dif between petrol and deisel, things will sill get hot) An intercooler will not only stop instantaneous combustion of your engine bay, but also protect your turbo a bit more under normal condiitions.

I wouldn't run more than 7 -8 psi on a non intercooled B engine, and would make sure the exhaust temp NEVER exceeds 550C, ie tune it on a hot day with a good long hill you can pull up at 2000rpm in 3rd gear.
if you insist on 12psi it would be a good idea to also fit up a couple of thermocouples to test temperature of inlet air just before and just after the turbo compressor, to get an indication of turbo efficiency - if the efficiency slips under about 70% you need to either get a bigger turbo or turn the boost down a bit.
out of interest which turbo kit did you get or did you build a custom setup?
