Metallic like scratching?
If you can't hear it outside when someone turns the wheel, I'd say it is the horn. They attach with a spring loaded thingmamejig which connects to a round copper plate so there is always a connection when the wheel goes round-e-round-e-round.
Could well be just needed a wee dollop of stuff. (but I don't know what stuff - maybe graphite grease?)

Yep its the horn contact doovalacky. I've owned a 91 lancer and now a 92 triton and they've both done it. Is it di-electric grease your thinking of? I think thats what it is.

Yep...use di-electric grease. I've have that happen to me on more than one vehicle. Some di-electric grease on the horn contacts in the steering wheel always took care of it.
