Any clarification or information regarding these rules and regulations can be obtained from the Competition Manager and Chief Scrutineer.
1 EVENT FORMAT AND REGULATING BODY
The Course results will determine the overall champion, 2nd and 3rd placegetters. Scoring will be a combination of elapsed
time, less any penalties incurred by teams, as specified, in the competition rules. Courses Stages will be varied with a major emphasis on safety.
Stages and obstacles are designed to test a driver, spotter and vehicle combination when driving technically difficult rock obstacles, with the minium of recovery assistance first & foremost.
The Supreme authority on the event is the Competition Manager:

The Competition Manager will head the Event Committee. The members will include event officials appointed by the Competition Manager.

2 SCRUTINEERING
2 A All vehicles are required to be available for scrutineering at the appointed time. A team representative must be present during scrutineering.
2 B Entrants are required to report to scrutineering with these items and documents:
Driver: Drivers License
Spotter: ID (Over 18)
Registration Papers, (and if applicable, Modification Plates, Engineer Certificate) - Outlaw Class exempt.
2 C The vehicle must be presented in a ready to start condition including all compulsory equipment.
2 D Any vehicle presented for scrutineering, which is deemed by the Organisers not of a standard or condition appropriate to compete in the event, or fails the scrutineering inspection process, may be excluded.
2 E A second and final scrutineering inspection at a later time can be applied for.
2 F Vehicles must pass the 2nd Scrutineering process to be eligible to compete.

3 COMPULSORY EQUIPMENT
3 A Vehicles will carry 2 (two) operable dry powder fire extinguishers (minimum .9kg) with a current service sticker or tag, from any recognized fire safety organisation, mounted securely, within easy reach of the driver and spotter.
3 B Recovery Kit
The basic recovery kit must have at least these items:
Snatch strap
Tree trunk protector
Rated snatch block
2 pair of winching gloves
2 x 3.25t (min) rated shackles
1 cable dampener – 1kg minimum. (500mm x 900mm recommended)
1 winch extension cable/strap
3 C First Aid Kit
All vehicles are required to carry a first aid kit.
3 D Spotter Strap
8 metre length with handle.
Handle is to be made of a solid material 300mm long.
3 E Recovery Equipment Storage
All recovery equipment to be stored at the start of each CS (not on bull bar).

5 VEHICLE SPECIFICATIONS & CLASSES
There are two classes ~ “MODTRUCK” (MT) & “OUTLAW” (OL)
5 A BODY/CHASSIS
A 1 Vehicle structural body can be altered from standard. Must be approved in State of registration if required. (MT only)
A 2 Seatbelts are required, the minimum being a three (3)-point lap sash type. (MT only)
A 3 The seatbelt must not be frayed, torn or damaged in any way.
(MT & OL)
A 4 The chassis may be strengthened and modified to allow fitting of non-standard engines and suspension systems. Utility overhang may be removed. (MT & OL)
A 5 A 3 tonne (rated) recovery point is required for both the front and rear of the vehicle and must be securely mounted to the chassis by a minimum of two 12mm, or four 10mm, grade 8 high tensile bolts.
Rated lifting lug (1.4T) with a 19mm or ¾” thread will be allowed. Welded on recovery points must be inspected by the Competition Manager. RECOVERY POINTS TO BE PAINTED RED. (MT &OL).
A 6 All items carried in the vehicle must be secured while the vehicle is in motion (MT & OL).
A 7 A 4 point Roll Cage is to be fitted with a minimum 100x100x6mm floor plate secured by 4, 10mm grade 8 bolts with a bottom plate of the same size . Open top vehicles to have steel (1.6mm) or alloy (3mm) roof sheeting to cover drivers area, welded or bolted to roll cage. All tube work in driver's head area to be padded. This must be approved and plated by the Transport Department in State of registration. (MT only).
A 8 All breather hoses / pipes to go to fluid entrapment container.
(MT & OL).
A 9 Doors must be fitted and be at least 200mm higher than seat swab. (MT only)

5 B ENGINES (MT & OL)
Any engine, make or size can be used provided it is a legal and roadworthy fitment in the State of registration (MT). Exhaust system & muffler required. All breather pipes to go to fluid entrapment container.
5 C FUEL SYSTEMS (MT & OL)
All fuel systems to be sealed (vented caps not allowed). If electric fuel pump fitted there must be a cut of switch clearly marked (blue 150mm triangle WITH LIGHTENING BOLT) within reach of the driver. The Chief Scrutineer reserves the right to reject any fuel system that is deemed to be unsafe.
5 D STEERING, SUSPENSION, WHEELS AND TYRES (MT only)
D 1 No rear wheel steer. (OEM accepted)
D 2 No hydraulic steering. (OEM accepted)
D 3 Powered or manually operated active suspension that can adjust each wheel or body attitude will not be allowed.
D 4 Tyre and wheel combinations are restricted to a measured 37.25” diameter (these measurements are vertical measurements with tyre pressure at 20psi).
5 E ELECTRICAL SYSTEM (MT only)
E 1 All lights, indicators, reverse, brake lights and horn must be connected and operable. Battery to be sealed type & secured to proper standards.
5 F WINCH (MT & OL)
F 1 All vehicles must be fitted with a front mounted recovery winch. Requirements:- GVM over 1000kg.- Minimum 8000lb. winch. GVM under 1000kg. – Minimum 6000lb. winch.
F 2 The winch cable must be in serviceable condition without damage, i.e. No broken strands of wire, no badly crushed sections.
F 3 The winch must be fitted with an operational automatic brake.
F 4 The cable must be high tensile steel (aircraft type), min 5/16” diameter. Mild steel cable, with a hemp centre, will not be allowed. Plasma 12-strand 9mm rope is allowed. Allowance for vehicles under 1000kg to 8mm
F 5 Winch cables must not be fastened by U clamps. Steel cables will have professionally swaged loops. Plasma rope must be spliced.
F 6 The winch cable is to be fully spooled on and hooked to bull bar at the start of each CS.
5 G OUTLAW CLASS – EXTRAS
G 1 STEERING, SUSPENSION, WHEELS AND TYRES - 0PEN
G 2 BODY - Must have bonnet, firewall and floor, all 1.6mm steel or 3mm aluminium, and doors/side panels at least level with seat swab also of either 1.6mm steel or 3mm aluminium.
G 3 A ROLL CAGE - 6 point Full Cage mounted to frame with diagonal brace on main hoop from drivers side down to passenger side. All tube work in drivers head area to be padded appropriately. Overhead bracing must include at least one diagonal brace from front to rear hoop and two front hoop to rear hoop straight braces. Open top vehicles to have steel (1.6mm) or alloy (3mm) roof sheeting to cover drivers area welded or bolted to cage. Seats are to be mounted to cage either directly or with brackets and at least grade 8 fasteners.) At least a 4 point approved harness is to be fitted for the driver.
5G 3B Approved Materials and fastening / fusion standards for the construction of cages and chassis:
Structural Materials
Minimum material standards for reinforcement of chassis:
300 grade, 3mm steel plate
Aluminium prohibited for chassis reinforcement.
Minimum material standards for construction of chassis:
300 grade, 3mm steel RHS and/or
300 grade DOM steel of at least nominal 3.2mm wall thickness & and 39mm nominal OD.
Aluminium is prohibited for chassis.
Minimum material standards for construction of roll cages:
300 grade DOM steel of at least nominal 3.2mm wall thickness and 39mm nominal OD.
Aluminium - T6 or other aircraft grade, 65mm nominal OD x 5mm nominal wall thickness. Additional triangulation required for aluminium roll cages - Refer XRCC Director.
All bends to be of “Mandrel” quality, no distortion in tube allowed.
Welding
Methods of welding to be: MIG or TIG
Due to the heat affected zone when applied to chassis and frames Oxygen/Diluted Acetylene welding (Oxy) is prohibited.
Fasteners
Original equipment or aftermarket fasteners of at least grade 8 for all chassis, frame, winch and recovery fixtures
Stainless Steel Fasteners – Prohibited on all frames, cages and their fixtures.
Chassis/Frame Galvanising is Prohibited
G 4 COOLING - No radiators allowed on roof.
G 5 BRAKES - Must be able to operate all wheels from the floor-mounted pedal.
G 6 ELECTRICAL - Must have forward facing lights & working horn. Battery to be sealed type & secured to proper standards.

6 GENERAL RULES
6 A This event is open to all 4 wheeled off road vehicle types providing the vehicle currently or previously has been sold to the general public by the manufacturer. No prototype vehicles are allowed. OUTLAW Class exempt.
6 B Competitors must wear certified crash helmets (Australian Standard AS1698).
6 C Drivers, Spotters are free to travel in various vehicles during transport sections.
6 D The Course Manager will be in charge of any recovery operations and will control the recovery personally, or by nominating an official as Recovery Leader. In the interest of safety, all competitors must abide by the Recovery Leader’s instructions. Only one Recovery Leader will be nominated for any situation.
7 GENERAL RULES REGARDING THE ENVIRONMENT
7 A All campsites must be left clean.
7 B Failure to use a tree protector during winching operations will result in disqualification from the event. A chain is allowed on dead trees only.
8 ADVERTISING
Competitors are allowed to fix advertising to their vehicles provided that:
8 A It is not offensive.
8 B It does not encroach into areas reserved for event sponsors, competition numbers and event labels, namely front doors and bonnet.

9 REGULATIONS FOR COURSE STAGES (CS)
9 A Drivers must have a current driver’s license issued by any motor authority and must be recognised under the Motor Traffic Act.
9 B No passengers allowed in vehicle during CS.
9 C The starting order for the first group of CS’s will be by ballot.
9 D Driver and spotter combination must remain the same for the entire event, If due to injury or sickness with approval from Competition Manager that member can be changed and must remain till end of competition.
9 E A DNF time will be set for each CS.
9 F The Course Manager has the right but not the responsibility to advise spotters and drivers of unsafe acts. Further, any act deemed unsafe by the Course Manager is to immediately be discontinued. Failure to comply can result in an immediate point out and the team will be asked to move to the next Course.
9 G Competitors must start in their respective ballot order, unless the Competition Manager grants prior permission. Any vehicle not ready to start at the time the previous vehicle leaves the start could be deemed a non-starter & a DNS recorded.
9 H The driver must align the most forward part of the vehicle with the starting pegs at the start of the CS, as guided by the starting official.
9 I Failing to start 60 seconds after the timing has commenced for a CS will be a DNS.
9 J It is a requirement that each team continue forward motion during the CS & all gates are attempted up till the DNF time, any infringement on this could result in the team receiving a DNS for that CS.
9 K The CS can be marked by pegs or bunting or stated as a formed track. Penalties will be deducted for knocking over pegs or infringing the course boundaries.
9 L A competitor can choose to DNF due to a mechanical fault. The event officials shall then remove the vehicle from the course in order to start the next competitor as soon as possible.
9 M Recovery equipment must be secured inside the vehicle at the finish.
9 N Timing of the CS will cease when the vehicle has come to a complete stop in the finish garage. Competitors shall not move from the finish garage until asked by the timekeeper.
9 O CS will be scored with points (10-40) being allocated on each gate that are cleared (passed) up to the DNF time less any penalties. There will be a bonus of 50 points for completing the CS within the DNF time.
9 P A competitor when directed by the official must immediately remove themselves from the course.
9 Q No alcohol / drugs are to be consumed prior to or during any CS. A breath test can be carried out; the penalty is disqualification from the event if result is positive.
9 R The Competition Manager reserves the right to modify or add supplementary rules and regulations to this event Guide at any time.
9 S The Competition Manager reserves the right to decide on matters not covered in this set of Rules and Regulations and allocate the penalty points at his discretion.
9 T In case of a tied score in Major places, the winner will be decided by a count back. The winner being the one with the least amount of penalties incurred. If this fails to break the tie, the total time of all CS,s will be used, the fastest time will win. Course awards will be calculated on highest points scored after penalties.

10 STAGE PENALTIES
10 A STOPPING
One (1) point will be issued after a competitor’s vehicle has stopped forward progress for four (4) seconds.
Stopping is defined as a vehicle not making forward progress.
A Team whose vehicles tyres are rotating, but the vehicle is making no progress is considered stopped and will be marked as such.
Once stopped, the competing team will receive no further calls until forward or backward progress is made.
10 B REVERSING
One (1) point will be issued for a purposeful reversal by a competitor. A purposeful reversal is considered when a driver puts the vehicle in reverse and backs up, pushes in the clutch and/or rolls back, etc.
A reversal is not counted when the vehicle is nudged back by the obstacle. A reverse in an attempt to save a roll over is considered a reversal and will receive backing points.
If a competitor has stopped (after the full four (4) seconds) he/she receives a point for the stop. If he/she then chooses to reverse he/she will receive the point for the reverse.
If a competitor reverses prior to the four (4) second stop rule, he/she will receive only one (1) point for the reversal.
10 C GATES
Each obstacle is marked with gates or flags. The gates include the start gate, all markers in the course, bushes that are tagged with ribbon, and the ending gate.
Ten (10) points will be issued for every gate knocked over. Exhaust, wind, bases that fall over due to unstable rocks that have been touched by the vehicle will not count as a touched gate.
Spotters, winch cables, pull straps; etc will count if a gate is knocked over.
Once a gate is knocked over it is considered disqualified from that obstacle for the team who knocked it over and may not be counted for a second contact.
Rock building to “bridge” over the gate will not be allowed. This includes building high points on each side of the gate with the intent to put the gate in a valley.
Gates are designed to lay out the course. The judge has the right to allow or disallow any diversion off course.
If a vehicle tyre is on the outside of a gate (outside of the course layout) a gate penalty will be issued.
If the vehicle goes around the gate the team will be issued a 50-point penalty. From time to time bush or trees will be marked. Breaking bunting will count for a gate penalty.
10 D LEVERAGE
Teams may not add a leveraging device to their vehicle. Leverage points on a vehicle are approved if they are a permanent part of the vehicle (example: A welded on push bare would be allowed. A quick detach push bar that was added and removed throughout the event would not).
10 E REAR STEER
To ensure consistency and exactness of scoring, rear steer penalties will be issued only one time per obstacle.
Rear steering will be assessed three (3) points per obstacle once it is used on the obstacle.
The Outlaw Class can only use rear steering.
10 F SPOTTER MANIPULATIONS
Two (2) points will be assessed per obstacle once a spotter pulls on a strap.
The spotter may not touch the vehicle in an effort to aid movement.
The vehicle must be completely stopped (including tyre movement) prior to spotters touching the vehicle or reaching into the vehicle. Ten (10) points per obstacle.
Teams may attempt to right a vehicle in the event of a roll over. Vehicles must be in park or gear and handbrake on prior to righting vehicle.
10 G WINCHES
Winching is assessed a thirty point (30) point penalty for use. Winching is considered when a team hooks a winch cable/rope to any anchor. There are occasions where a Marshall may allow a cable to be attached to an anchor for safety and no points will be issued as long as the winch is not used to pull the vehicle. This is called a safety cable.
10 H FLUID CONTROL
Lose of environmentally damaging fluids may result in a point assessment - up to five (5) points.
10 I A ten (10) point penalty will be incurred for driver not wearing a seatbelt.
10 J A twenty (20) point penalty will be incurred at each obstacle for a spotter riding on a vehicle during the CS.
10 K A competitor will DNF if they receive any outside assistance during the running of the CS.
10 L Failure to attempt (DNS) a CS without an accepted reason, incurs a 60-point penalty.
10 M Lost or insecure recovery equipment at the finish of a CS will incur a 10-point penalty per item.
10 N Any recovery techniques that are deemed to be unsafe shall incur a 10-point penalty, this includes:
Jumping over a winch cable while anchored or moving dampener while winching.
Failure to clear an area prior to snatching or winching.
Continuing to stand in front of the vehicle during winching after official warning. (Spotter must stand to the side or safely away from the cable during recovery)
Handling a winch cable without wearing finger enclosed gloves (gloves to be appropriate for handling purposes) Cable dampener to be positioned on centre third of cable at start of winching
Failing to lay a cable dampener over winch cable during all winching operations.
Failing to lay cable blanket when direction of cable is changed using a block.
Carrying the winch cable into the cabin area of the vehicle. A winch cable will not be allowed to over spool from the drum.
Carrying / Handling of winch cable while still attached to anchor point and vehicle in motion.
Continuing any unsafe winch practice after official warning.
10 O No driver or spotter shall engage in abusive, obscene language or improper behaviour toward themselves, other competitors, spectators or officials. After official warning minimum penalty 40 points.
10 P A competitor can incur penalties above the score gained in the CS. Note: - it is possible to go into a negative score in any CS.

11 PROTEST
11 A A protest must be handed in writing to the Competition Manager within 2 hours of receiving the scores of the particular CS along with $200.00 which shall be forfeited if the protest is dismissed.
11 B All members of the Competition Committee shall be required to judge on any formal protest and must have 100% agreement for the protest to be upheld.
11 C One competitor representative from each state will be allowed to sit in on the protest proceedings if desired.
11 D VEHICLE RULES/FAIR PLAY
Competitors may challenge a vehicle as to its compliance with the rules. In doing so, the challenge must be made no later than 12.00pm of the final day of competition for the specific event. This must be done in writing and given to the XRCC Competition Manager. The XRCC Event Committee will then review the vehicle.
The XRCC, having reviewed the vehicle and finding an infraction, will take appropriate action up to and including making the challenged team correct the problem, assign points against the vehicle’s team (from 1 to 40), or disqualify the vehicle and/or team for the obstacle or obstacles or the entire event. When the XRCC reviews the vehicle and finds all in order pertaining to the challenge, the challenging team will be assessed a minimum or 10 points and maximum or 60 points.
12 PROHIBITED BEHAVIOUR
12 A No participant shall seek favour from, influence, manipulate, obstruct or interfere with the duties of any member of the Competition Committee. Any participant found doing so shall be immediately disqualified.
12 B No participant shall interfere or tamper with any other competitor’s vehicle whatsoever. Any participant found doing so shall be immediately disqualified.

13 SPORTSMANSHIP
The goal of XTREME 4X4 SPORT is to promote a respectable sport and promote sponsoring companies in a professional light. Therefore unsportsmanlike conduct will not be tolerated. During all XTREME 4X4 SPORT Events proper Sportsmanship is required. If a competitor or team (including backup help) promotes unsportspersonlike conduct, is rude or abusive to officials, landowners, spectators, sponsors, fellow competitors, destroys property, displays drunken or disrespectful behaviour, they and/or the entire team may be disqualified from the current event or future events.
14 MEDIA CRISIS MANAGEMENT
Preface
The media has a right to report news as they see fit. It is important that anything we do reflects positively on our chosen recreation of off road activities and ensures we are viewed as a responsible organisation.
Definitions
A media crisis is defined as, Potentially adverse media or public interest generated by an incident at an event, which could threaten the reputation of the event or organisation in the future.
An incident is defined as,
(1) Occurs as a direct result of event activities; or
(2) Affects the safety of any person engaged in event activities; or
(3) Exposes any deficiency in safety or environment protection procedures.
General Procedures
It is the Event Committee’s aim to ensure a safe and incident free adventure. However, with any type of motor sport, there is an element of danger and unplanned incidents are not unusual. Therefore, if we have an incident that has the potential to become a media crisis, however caused, personal injury, vehicle accident or environmental concerns, competitors are advised to leave all media questions to the Competition Manager. After he has been briefed on all aspects of the crisis, the Competition Manager will issue a statement on the incident and focus attention on the positive steps being taken to resolve the incident.

15 RIGHTS OF ORGANISER
The Organisers reserve the right to:
15 A Refuse any entry, without giving any reason whatsoever.
15 B Abandon, cancel, postpone or shorten the event without due notice in the event of any unforeseen circumstances. No claims whatsoever of any kind shall be entertained due to the abandoning, cancelling, postponement or shortening of the event.
15 C Exclude any person or vehicle, which fails to meet the scrutineering or administrative guidelines as, set out in the Event Guide.
15 D Cancel any CS at any time including when some competitors have already completed the section for any reason whatsoever.
15 E Disqualify any competitor who fails to abide by any rules set out in this event guide and any supplementary amendments
or any instructions from the event officials.
16 INDEMNITY
16 A XTREME 4X4 SPORT, Officials, Event Sponsors and Land Owners will not be held liable in any accident, causing injury or damage to the participants or their vehicles during the course of the event.
16 B XTREME 4X4 SPORT, Officials, Event Sponsors, and Land Owners will not be held liable for any breach of any laws or regulations. 1 EVENT FORMAT AND REGULATING BODY
The Course results will determine the overall champion, 2nd and 3rd placegetters. Scoring will be a combination of elapsed
time, less any penalties incurred by teams, as specified, in the competition rules. Courses Stages will be varied with a major emphasis on safety.
Stages and obstacles are designed to test a driver, spotter and vehicle combination when driving technically difficult rock obstacles, with the minium of recovery assistance first & foremost.

2 SCRUTINEERING
2 A All vehicles are required to be available for scrutineering at the appointed time. A team representative must be present during scrutineering.
2 B Entrants are required to report to scrutineering with these items and documents:
Driver: Drivers License
Spotter: ID (Over 18)
Registration Papers, (and if applicable, Modification Plates, Engineer Certificate) - Outlaw Class exempt.
2 C The vehicle must be presented in a ready to start condition including all compulsory equipment.
2 D Any vehicle presented for scrutineering, which is deemed by the Organisers not of a standard or condition appropriate to compete in the event, or fails the scrutineering inspection process, may be excluded.
2 E A second and final scrutineering inspection at a later time can be applied for.
2 F Vehicles must pass the 2nd Scrutineering process to be eligible to compete.

3 COMPULSORY EQUIPMENT
3 A Vehicles will carry 2 (two) operable dry powder fire extinguishers (minimum .9kg) with a current service sticker or tag, from any recognized fire safety organisation, mounted securely, within easy reach of the driver and spotter.
3 B Recovery Kit
The basic recovery kit must have at least these items:
Snatch strap
Tree trunk protector
Rated snatch block
2 pair of winching gloves
2 x 3.25t (min) rated shackles
1 cable dampener – 1kg minimum. (500mm x 900mm recommended)
1 winch extension cable/strap
3 C First Aid Kit
All vehicles are required to carry a first aid kit.
3 D Spotter Strap
8 metre length with handle.
Handle is to be made of a solid material 300mm long.
3 E Recovery Equipment Storage
All recovery equipment to be stored at the start of each CS (not on bull bar).

5 VEHICLE SPECIFICATIONS & CLASSES
There are two classes ~ “MODTRUCK” (MT) & “OUTLAW” (OL)
5 A BODY/CHASSIS
A 1 Vehicle structural body can be altered from standard. Must be approved in State of registration if required. (MT only)
A 2 Seatbelts are required, the minimum being a three (3)-point lap sash type. (MT only)
A 3 The seatbelt must not be frayed, torn or damaged in any way.
(MT & OL)
A 4 The chassis may be strengthened and modified to allow fitting of non-standard engines and suspension systems. Utility overhang may be removed. (MT & OL)
A 5 A 3 tonne (rated) recovery point is required for both the front and rear of the vehicle and must be securely mounted to the chassis by a minimum of two 12mm, or four 10mm, grade 8 high tensile bolts.
Rated lifting lug (1.4T) with a 19mm or ¾” thread will be allowed. Welded on recovery points must be inspected by the Competition Manager. RECOVERY POINTS TO BE PAINTED RED. (MT &OL).
A 6 All items carried in the vehicle must be secured while the vehicle is in motion (MT & OL).
A 7 A 4 point Roll Cage is to be fitted with a minimum 100x100x6mm floor plate secured by 4, 10mm grade 8 bolts with a bottom plate of the same size . Open top vehicles to have steel (1.6mm) or alloy (3mm) roof sheeting to cover drivers area, welded or bolted to roll cage. All tube work in driver's head area to be padded. This must be approved and plated by the Transport Department in State of registration. (MT only).
A 8 All breather hoses / pipes to go to fluid entrapment container.
(MT & OL).
A 9 Doors must be fitted and be at least 200mm higher than seat swab. (MT only)

5 B ENGINES (MT & OL)
Any engine, make or size can be used provided it is a legal and roadworthy fitment in the State of registration (MT). Exhaust system & muffler required. All breather pipes to go to fluid entrapment container.
5 C FUEL SYSTEMS (MT & OL)
All fuel systems to be sealed (vented caps not allowed). If electric fuel pump fitted there must be a cut of switch clearly marked (blue 150mm triangle WITH LIGHTENING BOLT) within reach of the driver. The Chief Scrutineer reserves the right to reject any fuel system that is deemed to be unsafe.
5 D STEERING, SUSPENSION, WHEELS AND TYRES (MT only)
D 1 No rear wheel steer. (OEM accepted)
D 2 No hydraulic steering. (OEM accepted)
D 3 Powered or manually operated active suspension that can adjust each wheel or body attitude will not be allowed.
D 4 Tyre and wheel combinations are restricted to a measured 37.25” diameter (these measurements are vertical measurements with tyre pressure at 20psi).
5 E ELECTRICAL SYSTEM (MT only)
E 1 All lights, indicators, reverse, brake lights and horn must be connected and operable. Battery to be sealed type & secured to proper standards.
5 F WINCH (MT & OL)
F 1 All vehicles must be fitted with a front mounted recovery winch. Requirements:- GVM over 1000kg.- Minimum 8000lb. winch. GVM under 1000kg. – Minimum 6000lb. winch.
F 2 The winch cable must be in serviceable condition without damage, i.e. No broken strands of wire, no badly crushed sections.
F 3 The winch must be fitted with an operational automatic brake.
F 4 The cable must be high tensile steel (aircraft type), min 5/16” diameter. Mild steel cable, with a hemp centre, will not be allowed. Plasma 12-strand 9mm rope is allowed. Allowance for vehicles under 1000kg to 8mm
F 5 Winch cables must not be fastened by U clamps. Steel cables will have professionally swaged loops. Plasma rope must be spliced.
F 6 The winch cable is to be fully spooled on and hooked to bull bar at the start of each CS.
5 G OUTLAW CLASS – EXTRAS
G 1 STEERING, SUSPENSION, WHEELS AND TYRES - 0PEN
G 2 BODY - Must have bonnet, firewall and floor, all 1.6mm steel or 3mm aluminium, and doors/side panels at least level with seat swab also of either 1.6mm steel or 3mm aluminium.
G 3 A ROLL CAGE - 6 point Full Cage mounted to frame with diagonal brace on main hoop from drivers side down to passenger side. All tube work in drivers head area to be padded appropriately. Overhead bracing must include at least one diagonal brace from front to rear hoop and two front hoop to rear hoop straight braces. Open top vehicles to have steel (1.6mm) or alloy (3mm) roof sheeting to cover drivers area welded or bolted to cage. Seats are to be mounted to cage either directly or with brackets and at least grade 8 fasteners.) At least a 4 point approved harness is to be fitted for the driver.
5G 3B Approved Materials and fastening / fusion standards for the construction of cages and chassis:
Structural Materials
Minimum material standards for reinforcement of chassis:
300 grade, 3mm steel plate
Aluminium prohibited for chassis reinforcement.
Minimum material standards for construction of chassis:
300 grade, 3mm steel RHS and/or
300 grade DOM steel of at least nominal 3.2mm wall thickness & and 39mm nominal OD.
Aluminium is prohibited for chassis.
Minimum material standards for construction of roll cages:
300 grade DOM steel of at least nominal 3.2mm wall thickness and 39mm nominal OD.
Aluminium - T6 or other aircraft grade, 65mm nominal OD x 5mm nominal wall thickness. Additional triangulation required for aluminium roll cages - Refer XRCC Director.
All bends to be of “Mandrel” quality, no distortion in tube allowed.
Welding
Methods of welding to be: MIG or TIG
Due to the heat affected zone when applied to chassis and frames Oxygen/Diluted Acetylene welding (Oxy) is prohibited.
Fasteners
Original equipment or aftermarket fasteners of at least grade 8 for all chassis, frame, winch and recovery fixtures
Stainless Steel Fasteners – Prohibited on all frames, cages and their fixtures.
Chassis/Frame Galvanising is Prohibited
G 4 COOLING - No radiators allowed on roof.
G 5 BRAKES - Must be able to operate all wheels from the floor-mounted pedal.
G 6 ELECTRICAL - Must have forward facing lights & working horn. Battery to be sealed type & secured to proper standards.

6 GENERAL RULES
6 A This event is open to all 4 wheeled off road vehicle types providing the vehicle currently or previously has been sold to the general public by the manufacturer. No prototype vehicles are allowed. OUTLAW Class exempt.
6 B Competitors must wear certified crash helmets (Australian Standard AS1698).
6 C Drivers, Spotters are free to travel in various vehicles during transport sections.
6 D The Course Manager will be in charge of any recovery operations and will control the recovery personally, or by nominating an official as Recovery Leader. In the interest of safety, all competitors must abide by the Recovery Leader’s instructions. Only one Recovery Leader will be nominated for any situation.
7 GENERAL RULES REGARDING THE ENVIRONMENT
7 A All campsites must be left clean.
7 B Failure to use a tree protector during winching operations will result in disqualification from the event. A chain is allowed on dead trees only.
8 ADVERTISING
Competitors are allowed to fix advertising to their vehicles provided that:
8 A It is not offensive.
8 B It does not encroach into areas reserved for event sponsors, competition numbers and event labels, namely front doors and bonnet.

9 REGULATIONS FOR COURSE STAGES (CS)
9 A Drivers must have a current driver’s license issued by any motor authority and must be recognised under the Motor Traffic Act.
9 B No passengers allowed in vehicle during CS.
9 C The starting order for the first group of CS’s will be by ballot.
9 D Driver and spotter combination must remain the same for the entire event, If due to injury or sickness with approval from Competition Manager that member can be changed and must remain till end of competition.
9 E A DNF time will be set for each CS.
9 F The Course Manager has the right but not the responsibility to advise spotters and drivers of unsafe acts. Further, any act deemed unsafe by the Course Manager is to immediately be discontinued. Failure to comply can result in an immediate point out and the team will be asked to move to the next Course.
9 G Competitors must start in their respective ballot order, unless the Competition Manager grants prior permission. Any vehicle not ready to start at the time the previous vehicle leaves the start could be deemed a non-starter & a DNS recorded.
9 H The driver must align the most forward part of the vehicle with the starting pegs at the start of the CS, as guided by the starting official.
9 I Failing to start 60 seconds after the timing has commenced for a CS will be a DNS.
9 J It is a requirement that each team continue forward motion during the CS & all gates are attempted up till the DNF time, any infringement on this could result in the team receiving a DNS for that CS.
9 K The CS can be marked by pegs or bunting or stated as a formed track. Penalties will be deducted for knocking over pegs or infringing the course boundaries.
9 L A competitor can choose to DNF due to a mechanical fault. The event officials shall then remove the vehicle from the course in order to start the next competitor as soon as possible.
9 M Recovery equipment must be secured inside the vehicle at the finish.
9 N Timing of the CS will cease when the vehicle has come to a complete stop in the finish garage. Competitors shall not move from the finish garage until asked by the timekeeper.
9 O CS will be scored with points (10-40) being allocated on each gate that are cleared (passed) up to the DNF time less any penalties. There will be a bonus of 50 points for completing the CS within the DNF time.
9 P A competitor when directed by the official must immediately remove themselves from the course.
9 Q No alcohol / drugs are to be consumed prior to or during any CS. A breath test can be carried out; the penalty is disqualification from the event if result is positive.
9 R The Competition Manager reserves the right to modify or add supplementary rules and regulations to this event Guide at any time.
9 S The Competition Manager reserves the right to decide on matters not covered in this set of Rules and Regulations and allocate the penalty points at his discretion.
9 T In case of a tied score in Major places, the winner will be decided by a count back. The winner being the one with the least amount of penalties incurred. If this fails to break the tie, the total time of all CS,s will be used, the fastest time will win. Course awards will be calculated on highest points scored after penalties.

10 STAGE PENALTIES
10 A STOPPING
One (1) point will be issued after a competitor’s vehicle has stopped forward progress for four (4) seconds.
Stopping is defined as a vehicle not making forward progress.
A Team whose vehicles tyres are rotating, but the vehicle is making no progress is considered stopped and will be marked as such.
Once stopped, the competing team will receive no further calls until forward or backward progress is made.
10 B REVERSING
One (1) point will be issued for a purposeful reversal by a competitor. A purposeful reversal is considered when a driver puts the vehicle in reverse and backs up, pushes in the clutch and/or rolls back, etc.
A reversal is not counted when the vehicle is nudged back by the obstacle. A reverse in an attempt to save a roll over is considered a reversal and will receive backing points.
If a competitor has stopped (after the full four (4) seconds) he/she receives a point for the stop. If he/she then chooses to reverse he/she will receive the point for the reverse.
If a competitor reverses prior to the four (4) second stop rule, he/she will receive only one (1) point for the reversal.
10 C GATES
Each obstacle is marked with gates or flags. The gates include the start gate, all markers in the course, bushes that are tagged with ribbon, and the ending gate.
Ten (10) points will be issued for every gate knocked over. Exhaust, wind, bases that fall over due to unstable rocks that have been touched by the vehicle will not count as a touched gate.
Spotters, winch cables, pull straps; etc will count if a gate is knocked over.
Once a gate is knocked over it is considered disqualified from that obstacle for the team who knocked it over and may not be counted for a second contact.
Rock building to “bridge” over the gate will not be allowed. This includes building high points on each side of the gate with the intent to put the gate in a valley.
Gates are designed to lay out the course. The judge has the right to allow or disallow any diversion off course.
If a vehicle tyre is on the outside of a gate (outside of the course layout) a gate penalty will be issued.
If the vehicle goes around the gate the team will be issued a 50-point penalty. From time to time bush or trees will be marked. Breaking bunting will count for a gate penalty.
10 D LEVERAGE
Teams may not add a leveraging device to their vehicle. Leverage points on a vehicle are approved if they are a permanent part of the vehicle (example: A welded on push bare would be allowed. A quick detach push bar that was added and removed throughout the event would not).
10 E REAR STEER
To ensure consistency and exactness of scoring, rear steer penalties will be issued only one time per obstacle.
Rear steering will be assessed three (3) points per obstacle once it is used on the obstacle.
The Outlaw Class can only use rear steering.
10 F SPOTTER MANIPULATIONS
Two (2) points will be assessed per obstacle once a spotter pulls on a strap.
The spotter may not touch the vehicle in an effort to aid movement.
The vehicle must be completely stopped (including tyre movement) prior to spotters touching the vehicle or reaching into the vehicle. Ten (10) points per obstacle.
Teams may attempt to right a vehicle in the event of a roll over. Vehicles must be in park or gear and handbrake on prior to righting vehicle.
10 G WINCHES
Winching is assessed a thirty point (30) point penalty for use. Winching is considered when a team hooks a winch cable/rope to any anchor. There are occasions where a Marshall may allow a cable to be attached to an anchor for safety and no points will be issued as long as the winch is not used to pull the vehicle. This is called a safety cable.
10 H FLUID CONTROL
Lose of environmentally damaging fluids may result in a point assessment - up to five (5) points.
10 I A ten (10) point penalty will be incurred for driver not wearing a seatbelt.
10 J A twenty (20) point penalty will be incurred at each obstacle for a spotter riding on a vehicle during the CS.
10 K A competitor will DNF if they receive any outside assistance during the running of the CS.
10 L Failure to attempt (DNS) a CS without an accepted reason, incurs a 60-point penalty.
10 M Lost or insecure recovery equipment at the finish of a CS will incur a 10-point penalty per item.
10 N Any recovery techniques that are deemed to be unsafe shall incur a 10-point penalty, this includes:
Jumping over a winch cable while anchored or moving dampener while winching.
Failure to clear an area prior to snatching or winching.
Continuing to stand in front of the vehicle during winching after official warning. (Spotter must stand to the side or safely away from the cable during recovery)
Handling a winch cable without wearing finger enclosed gloves (gloves to be appropriate for handling purposes) Cable dampener to be positioned on centre third of cable at start of winching
Failing to lay a cable dampener over winch cable during all winching operations.
Failing to lay cable blanket when direction of cable is changed using a block.
Carrying the winch cable into the cabin area of the vehicle. A winch cable will not be allowed to over spool from the drum.
Carrying / Handling of winch cable while still attached to anchor point and vehicle in motion.
Continuing any unsafe winch practice after official warning.
10 O No driver or spotter shall engage in abusive, obscene language or improper behaviour toward themselves, other competitors, spectators or officials. After official warning minimum penalty 40 points.
10 P A competitor can incur penalties above the score gained in the CS. Note: - it is possible to go into a negative score in any CS.

11 PROTEST
11 A A protest must be handed in writing to the Competition Manager within 2 hours of receiving the scores of the particular CS along with $200.00 which shall be forfeited if the protest is dismissed.
11 B All members of the Competition Committee shall be required to judge on any formal protest and must have 100% agreement for the protest to be upheld.
11 C One competitor representative from each state will be allowed to sit in on the protest proceedings if desired.
11 D VEHICLE RULES/FAIR PLAY
Competitors may challenge a vehicle as to its compliance with the rules. In doing so, the challenge must be made no later than 12.00pm of the final day of competition for the specific event. This must be done in writing and given to the XRCC Competition Manager. The XRCC Event Committee will then review the vehicle.
The XRCC, having reviewed the vehicle and finding an infraction, will take appropriate action up to and including making the challenged team correct the problem, assign points against the vehicle’s team (from 1 to 40), or disqualify the vehicle and/or team for the obstacle or obstacles or the entire event. When the XRCC reviews the vehicle and finds all in order pertaining to the challenge, the challenging team will be assessed a minimum or 10 points and maximum or 60 points.
12 PROHIBITED BEHAVIOUR
12 A No participant shall seek favour from, influence, manipulate, obstruct or interfere with the duties of any member of the Competition Committee. Any participant found doing so shall be immediately disqualified.
12 B No participant shall interfere or tamper with any other competitor’s vehicle whatsoever. Any participant found doing so shall be immediately disqualified.

13 SPORTSMANSHIP
The goal of XTREME 4X4 SPORT is to promote a respectable sport and promote sponsoring companies in a professional light. Therefore unsportsmanlike conduct will not be tolerated. During all XTREME 4X4 SPORT Events proper Sportsmanship is required. If a competitor or team (including backup help) promotes unsportspersonlike conduct, is rude or abusive to officials, landowners, spectators, sponsors, fellow competitors, destroys property, displays drunken or disrespectful behaviour, they and/or the entire team may be disqualified from the current event or future events.
14 MEDIA CRISIS MANAGEMENT
Preface
The media has a right to report news as they see fit. It is important that anything we do reflects positively on our chosen recreation of off road activities and ensures we are viewed as a responsible organisation.
Definitions
A media crisis is defined as, Potentially adverse media or public interest generated by an incident at an event, which could threaten the reputation of the event or organisation in the future.
An incident is defined as,
(1) Occurs as a direct result of event activities; or
(2) Affects the safety of any person engaged in event activities; or
(3) Exposes any deficiency in safety or environment protection procedures.
General Procedures
It is the Event Committee’s aim to ensure a safe and incident free adventure. However, with any type of motor sport, there is an element of danger and unplanned incidents are not unusual. Therefore, if we have an incident that has the potential to become a media crisis, however caused, personal injury, vehicle accident or environmental concerns, competitors are advised to leave all media questions to the Competition Manager. After he has been briefed on all aspects of the crisis, the Competition Manager will issue a statement on the incident and focus attention on the positive steps being taken to resolve the incident.

15 RIGHTS OF ORGANISER
The Organisers reserve the right to:
15 A Refuse any entry, without giving any reason whatsoever.
15 B Abandon, cancel, postpone or shorten the event without due notice in the event of any unforeseen circumstances. No claims whatsoever of any kind shall be entertained due to the abandoning, cancelling, postponement or shortening of the event.
15 C Exclude any person or vehicle, which fails to meet the scrutineering or administrative guidelines as, set out in the Event Guide.
15 D Cancel any CS at any time including when some competitors have already completed the section for any reason whatsoever.
15 E Disqualify any competitor who fails to abide by any rules set out in this event guide and any supplementary amendments
or any instructions from the event officials.
16 INDEMNITY
16 A XTREME 4X4 SPORT, Officials, Event Sponsors and Land Owners will not be held liable in any accident, causing injury or damage to the participants or their vehicles during the course of the event.
16 B XTREME 4X4 SPORT, Officials, Event Sponsors, and Land Owners will not be held liable for any breach of any laws or regulations. The participants will be entirely responsible for any accidents or breach of laws in which liability may arise and shall indemnify XTREME 4X4 SPORT, Officials, Event Sponsors, and Land Owners by signing the indemnity form.

As all three rounds are Basically in QLD and it will cost close to $10000 for me to do the three rounds I can't justifie the expense as Metcalfe hasn't really tried to find a venue down south. I think Metcalfe needs to make more of an effort to get this Comp off the ground rather than the 10 or so drivers on this board who are trying to keep it alive.

Not at this stage.
As all three rounds are Basically in QLD and it will cost close to $10000 for me to do the three rounds I can't justifie the expense as Metcalfe hasn't really tried to find a venue down south. I think Metcalfe needs to make more of an effort to get this Comp off the ground rather than the 10 or so drivers on this board who are trying to keep it alive.

The SAD thing is that i totally agree!
I know i could not afford to travel to sydney 3 or 4 times a year.
Its not only the Money but it is also the extra time off work and the hassle of traveling so far, it could be justified one or maybe two times a year!!!

ATM there is 3 rock events being orgonised in Victoria for 2004, and B4 anyone says it ( no there isnt any mud or water involved). All events will be big and well orgonised by hi profile event orgonisers in close proximity too the Melb CBD.

Ok so me, Bec, Greg and Scott went for a cruise down to ROVER PARK over the Christmas break.
We went just to get away but also so we could have a look at the camping facilites, how to get there, whats teh access tracks are like and most importantly HOW big the rocks are!!
It about a 3 hr trip from brissy and by far the best way is down the Cunningham Hwy onto New England Hwy and then onto the Bruxner Hwy. Only one mountain range (cunninghams gap) but is a Awesome road. Flat, smooth and very well maintained.
The turn off to ROVER PARK is well sign posted, once as you leave the Bituman there is ONLY 3km of Good Dirt track to the house and 1km to the main camp site!!!!!!
The Camping areas are by far the most well kept and well and truely the best equiped!
I have some photos of the camping areas. There is a Shower and Toilet block which has 8 toilets (4 female and 4 male) and 4 showers (2 females and 2 males). There is a Games room that has a Ping Pong table, darts board, mini air hockey and a full sized Pool Table.
There are little shelters threw out the main camp site, they have a cement floor, three bamboo bench seats and a Gas BBQ (gas is supplied ).
There are heaps of swimming holes however due to the drought most of them are drying up, However they have a really nice Dam that has a pontoon and some inner tubes. This was a great place to cool down and will be a great place to socialize at XRCC after a Tuff day wheeling!!!
The other Noticable feature of ROVER PARK was the Hospitality!!!!!
Hans and Heidi are magnificent people, nothing is to much drama for them and they are happy to have a chat and get to know you. Heidi has been watching the XRCC Vids and Loves them to death, she cannot wait for the COMP. The tracks through out the park are not as plentiful as some of us are use to. However the park is fairly new and still in its developement stage!!!!!

There are some really pretty places down there aswell. The first pic is of a huge waterfall (not flowing ATM) and the second pic is the Dam used for swimming, its about a 1 minute walk from the camp.
