transfer seal question

i was puttin in the rear transfer output seal today and was wondering how far in is it surposed to be pushed??
is it surposed to be flush with the outter housing or pushed deaper into the recess a bit???

Judging by the pics in the gear install instructions I have I think it's supposed to sit flush mate.
