maybe u can help me, i bought a set of rs9000's second hand and i dont know much bout shocks but these buggers dont bounce bak after you compress them they stay wherever ya put them, is this normal or hav i been jibbed?

That's normal.

9000's don't have any high pressure gas in them to force the rod back out.
