Rebuilt 1.3L, extractors, 1.75" exhaust, 235/75R15 MTRs, stock gearing - holds 110km/h on the flat all day in 5th running premium with 10* advance.
Standard unleaded can only push 8* advance and is more comfortable at 100-105km/h.
As I can with a 660 and a trayback on 34's- with the right gearing.

and now having said that I just remembered that Vic now does have some sections of road that is 110 so I was wrong about the Victoria part but seem to think that Tasmania doesn't have any 110 zones. I *believe* (but could be wrong) that the state speed limit throughout Australia is consistently 100km/h with posted speed limits of 110km/h on some roads. Eg SA the open road state speed limit (signposted as a black circle with a diagonal line through it) is 100km/h, but many highways and freeways are signposted at 110km/h.
Not sure of NT however as I know they have 130km/h on highways - but don't know if that is the territory speed limit or a posted speed limit.

The other cars he had in mind were a navara or a partol which would be best on fuel?

A few people convinced me to stay, they were nice nd gave me some good help.
Again I don't think he is picking cars that are very suited to an apprentice. Perhaps an old slow model of Navara would be affordable but still it would never be a fuel miser like your' Vitara is. The GQ patrols can be had cheap and built awsome offroad which makes them great value but the running costs (parts, fuel, servicing) would likely be a little expensive for an apprentice.

im a student and you cant beat a zook for capability, and running costs.
rockys are pretty good if he wants something a bit different.
