These two should be part parcel of each other IMO. Pointless getting suspension upgrade if you dont increase traction and lift diff height up with it. Then after you get know the truck,
Diff locks
Engine tweaks
then larger tyres and
Transfer case ratios
As Bogged said though, there is a million opinions and options available.

First thing...simple - PLAN....
Start with what size tyres you want to run LONG TERM... Many of your other mods will revlove around what size tyres and what's required to make 'em fit & work without breaking 5hit....
Try to "overdo" things - so that you don't waste money redoing them Mimumim lift, maximum cut to fit maximum tyre size....
The sequence will vary IMHO on just how extreme you wanna go & how much money you have to do to ...
It difficult to decide how to get somewhere without knowing where you want to go! Work out how hardcore you want the finished product to be, and work back.
Around here you'll probably get lots of advice to get the biggest tyre possible, and if you're gonna do the T/C gears that's probably fair.
If this is a long term project intermediate tyres may be an option - all the suspension lift and diff locks in the world won't help if your tyres won't grip. But plan your lifts to suit the tyres you ULTIMATELY want to run.
Presuming your tyres grip, diff locks might be the best start - at least get drive to the wheels still on the ground.
I did the suspension lift first because I'm an IFS-driving weenie, and because that gets the chassis up - a body lift won't help ramp-over. A body lift will help approach and departure angles, and help protect those precious door sills.
I am planning a body lift and bigger tyres, and hope to get t/c gears, but diff lock is probably last for me, because I'm not that hard core.
Money is tight so if I was to wait till I had it all to do in one hit then I'm stuck to dirt roads for tooooo long.
Would love to go hard core but refer to the first three words above.... Hard as IFS will allow (B%&#$@ engineers designed it with spring overs for the rear then stuffed it all with IFS)
4b is LWB so need to get some height under it for ramp-over. Motor only just does the wheels on it now (28" ) so need to work on that. Why go the lockers when I aint go the clearance to really use them.
Decisions Decisions Decisions
What do I have going for me?? I own my 4b outright

Dont forget body protection.
Bash plates, bar work and sliders etc.
Helps a lot if you dont have to worry about dragging tour belly over things. Or leaning the side into a tree/rock etc.
But Lift lockers and tyres are all important just do whatever you can afford (which in my case is very little at the moment )
Paul.

So its IFS? What sorta car?
Doin' it hard on 28's I would do the engine first... Then worry about other things!
Back with the 93 Raider, was going to get zook for a toy but may have to give it a miss for now (had one lined up dont think I can get to pick it... work commitments ) but still want to get out there. Got a 2" lift on a side step, the front half of one that is....

Then the problems you will face are what mods and accessories are available for them in Aussie...
Bodylift
Suspension lift
Biggest tyres that can fit
Lockers
Winch
Gearing
And in between all of these the essentials like snorkel, lights, bar, radio, protection etc.
But the most important thing of all is to learn how to drive it
Yeah when I got the rear locker I still had 31" BFG's and it made no difference in the slop, instead of spinning one rear wheel both just spun.
There was a big traction increase in the dry stuff though.
When I got the 33" muds then in the slop it was much better.
Front locker made the same difference again in the dry but not in the real slop as the BFG's just don't bite.
With the JT's I'm getting the best out of the lockers, huge traction increase plus the extra clearance (very noticeable).
I still wreckon for Victoria (my experience) tyres are the go first to bite into the slop and for clearance, the lockers will compliment the tyres.
For other states (drier) the formula would be different, all depends on the terrain you drive.
Been on a lot of trips where a rear locked car with average tyres struggles more than a unlocked vehicle with good offroad tyres particularly in slippery stuff.
First thing I got was ...Winch.......Then got it off the ground a little more....
With some bigger tires what ever would fit. Then suspension..Then Lockers
Then all the extra shiz.....But really Winch should be one of the first things
you get..Just my .02 cents
Agree with Bitsa.., pick the tyre size you want to run first then build the car around them.
Pick tyres,
Get power to use them,
Clearance and articulation, (lifts, spring and body if needed)
Lockers,
Other not so important shit.
Also locks are overated for mud conditions, won't help as much as good boots and the power to clean them.
My 2cents.
Custom Barwork
Cages built to CCDA specs
Turbo and intercooler systems for diesel and petrol.......PM me.
