Is the 2H a bolt in fit to either the HJ45 or FJ45? If not what is involved to fit it? Thanks.

Yep will bolt into a FJ 45 the chassis mounts are the same for the 2f and the 2H the tricky part is that you will have to replace the gearbox support bracket it should already have the holes drilled and captive nuts welded inside the chassis rails for the L brackets that bolt to the gearbox support bracket just need to source a new set of L brakets off a HJ47.

Do you require any engineers reports or is it just a case where you tell DOT the new engine number?

if it was an origonal option in that model of hevicle, and the brakes etc have all been upgraded to the same spec (ie, if the 2H pwered 45 came with bigger brakes, you need the bigger brakes too) then you just need to advise them of the changes.

so in your case, just drop the 2H in and advise them its a diesel powered 6 cylinder 2H, and corresponding engine number, as no other changes are necessary.
