I got a 84 model 1ltr today for $100 bucks.
No motor box or transfer
What motor/gearbox combo will be best to put in. Want to keep costs as low as possible.

What motor
A 1.3 into a 1.0 is not an easy conversion. Motor mounts, wiring, gearbox mounts, jackshaft flanges - it's far from a bolt in.
1.0's are OK if you can find one in good condition and gear it right. They have a tall 1st gear in the gearbox so they don't like having a taller tyre on them.
If the gearing is correct for the tyre size you'll be suprised how well a 1.0 will go.
