Rear bar and wheel carrier info

I know its been asked b4 but for some reason search doesnt want to work for me.

Ok, I have decided to go the full hog on the back of my van and make a complete new rear bar. This will include cutting a fair bit of metal off the rear quaters and I also want to add a swing out wheel carrier.

Q's

Is it legal to hack about 250mm off the rear quaters??

and

Where would I find one of those stub axle piviot thigs that everyone uses for the swing out carriers???


Also if anyone some pics of what they have done for insperation.

You can get the stub axle from almost anywhere, the most well known being Supercheap, but the flangeless hub you have to get from a trailer parts supplier, there are quite a few if you want to google em.
