i sent a message to locktup to find out if these are legal for on road use, and have not heard back yet.

does anyone know if they are?

could it be argued that they are not a wheel spacer, since they are designed too adapt a different stud pattern?

nope same as spacer.
just has an extra application not a different one.

if you want to put nissan/ toyota 6 stud wheels on you can get import sierra disc's and drums that allow you to do it

PM -dee on here he has done it

thanks for the replies. i am not looking to do it straight away, my tires only have 15000k on them. i will look into the import parts for the next set of tires.
