Could even be for an old school mobile hands free kit. Have you traced back the lead it was attached to? May give you some more clues. One of the radio enthusiasts would probably know what its for and whether its worth keeping.

wasn't attached to anything. Was sitting in the little ledge that runs around the inside of my car where the roof attatches. My guess would be old school hands free thing but no signs of where one was mounted in the cab (this doesn't rule it out though)
looks like a VHF aerial to me as UHF aerials have there spring up higher towards the center

It might be the top half of a CD94, or it could be a Phasemaster CSW whip - either way the blue tag would indicate it's for 470-490MHz (so UHF CB).
I think the whip on a CD94 is a CSW anyway, so regardless it's a 4.5dB(i) antenna.
