i had an esocrt i built and licensed in WA with no external door handles.. only wireless electric actuated. Mine went through licensing no probs.. the only thing that is required is that the internal handle operation and lock operate as per factory.. so that you can escape in the event of an emergency. The dept did ask the quesiton however when i put the initial mod application forms in, but they were happy with just the internal remaining factory.

I was of the impression emergency services needed to be able to identify the release method and use that from external (perhaps that was a competition specific rule)

I have no external door handles at the moment, but they can be opened from outside (mechanically)
hands and mums dont count!!!
