Sounds like your cluster gear bearings are shot which is probably not what you wanted to hear.
When the bearings wear, they pit the shaft and inside the gear causing a grinding (winding) sound. Eventually the bearings will break up and make a loud clicking sound. It's not apparent in 4th gear because that is the only gear that doesn’t put any load on the cluster gear and shaft. 4th drives straight through the mainshaft, eg 1:1 ratio.
This could be quite an expensive operation to repair because the whole gear, shaft and bearings would need to be replaced. A good second hand box or recon changeover could be a cheaper option.

Rebuild is definately an option if you have been quoted $1,600 for a change over. Depending on how much money you want to throw at it, you could probably find a second hand box of speculative quality for a few hundred on EBAY. the VL MX7 turbo box is similar internally but worth twice the price of a pooey box and not interchangable with transfer etc, I pay from $150-400 for complete boxes when I blow them up.
