Interesting new RTA requirement for engineering signatories

I got a letter from the RTA today. It was a form letter apparently sent to all RTA signatories on the current ECS (engineering certification scheme).

All engineers are required to supply copies of all certificates done between 1 January 2009 and 30 June 2009 to the RTA by 31 July. From 1 July, copies of all certificates must be supplied to the RTA within 14 days of issue.

It looks like the RTA is going to crack down on engineers who pass stuff that shouldn't be passed and certificates that are fraudulent or have been altered.

I'm not going to name names but a few here will know exactly who I'm talking about.

A signatory engineer (not me) certified a Pajero with 44" tyres on 15x12 rims, when the rules don't allow rims wider than 8" and the RTA now have a policy requiring an abridged ADR brake test (a tough test) for a tyre diameter increase beyond 2". The RTA were not impressed, and spent some time re-inspecting other vehicles that the same engineer had passed recently, which resulted in quite a few being defected.

I don't know whether the engineer is still on the RTA scheme or not, but I know that he's not the only engineer to have had a lot of his work re-inspected in recent times. I've been involved in assessing how to repair vehicles that the RTA have determined are unacceptable after other engineers have certified them... 2 engineers were removed from the scheme last year.

Having thousands of engineering certificates sent in to them is, in itself, going to require a LOT of sorting, but will mean that if they want to focus on a certain engineer, they can pull out the file of all the certificates that engineer sent to them... Similarly, if they are suspicious that a certificate is bogus, they'll be able to go to the file and check the original supplied by the engineer.

In a lot of ways, it is good for me and anyone whose vehicle I've certified. The only downside is if the RTA want to interpret rules differently to how they've been interpreted since the beginnning of 1994, they could reject things that have been considered acceptable for years.

Have thay actually been considered acceptable or has no on been looking?

Are they interpreting the rules differently or are they actually now enforcing what should have been enforced all along?

Just interested to know.

I believe something very similar happened in vic a couple of years ago.

Even though it's not directly applicable to those outside NSW, thanks for putting the facts out there rather than the kind of rumors that circulate when these issues arise.
