have found a few relays in a 'gang type plug' and thers a few "spare spots"
( gang plug's location is in behind the dash .... just above the drivers left knee ........ in that forking hard to see & get to place )
removed one & the parkers stopped working = no ->
could the others be a headlight relay ?
NB: all the pin slots are differant as is the 'clip in' slots for each so I cant swap em around

in the HZJ (1HZ trucks) the headlight relays are where you mentioned above the left knee along with the flasher unit etc. There is a black box next to the battery but that is just the power distribution block for aftermarket accessories.
I agree with the stalk thing too, work back from thelights checking for power along the way, bearing in mind that the toyotas are a negatively switched light.
Put a probe into the cable loom connectors under the steering column and check if you are getting power when the switch is turned off/on
alternatively PM killalux. the dudes a genius with sparky no worky issues
ITS an 85 troopy mate ide be surprised if thats the only thing that doesnt work, ur wipers ok. cant kill the motor but, built like a brick sh*t house. Just rewire the front lights to where the back ones are.

ROFL the relay has probably been binned...they go up hills better if the headlights cant see em comin....lol
Im guessin they arnt getting 12+ as the headlight relay should be sending that for one beam to work...if u r getting 12+ but no light, it is the column or its earthing. make sure the battery has an earth to chassis....long shot but common.

parkers and head lights should be on a different fuse/relay
if your not used to diriving a 7x series you might be miss lead into assuming the head lights dont work when infact they are blaring at there full 5 candle-power there capable of

previous owner has allready done the quartz hal conversion.......
lights work if I hard wire em but still trying to track down the issue with the std loom / wireing.

belive it or not .......
its the only thing that doesnt work !
very minor cancer in the usual spots ( glass mounting positions & its a stain not an actual hole ! )
&
the rear barn door on the drivers side has had the hinge pins sheered
Needs tires ONLY for a RWC ( & the headlights to work obviously)
Drives well
