Recently someone we deal with at work gave me a link to a freeware site which is a quick method of marking off tubes for those who don't have access to purpose built tube notchers.
You simply supply diameters of both notched tube and joining tube together with wall thickness and required angle and it produces an accurate layout which you print off/ cut out and wrap around the tube to be notched.
TOO EASY, I wish I had this program when I did my apprenticeship all those years ago. http://www.ihpva.org/tools/tubemiter.exe is the address.

The dotted line shows the mitre without the wall thickness taken into account. At the home site there's a text document called tubemit3.txt, along with a heap of ohter stuff that seems to be about bikes
