gudday
It CAN be done in place, i had to do it when a turbo timer malfuctioned and damaged mine.
I'm assuming the pump is the same as a 96 TD42T zexel unit. Its the lower soleniod. After removing and brackets and pipe work around the shutdown/run sol i cut down a spanner and got it out carefully without droping out the plunger and spring underneith or getting grit inside.
They can be on very tight!
PS: before pulling it out i assume you have put 12V directly on it to check it?
good luck
