windscreen buffing for deep scratches

The girl had a sheet of gyprock come off the back of a truck and kit the wind screen on her dunnydore. It has left some scratches on the screen and is right infront of the driver.

Can the scratches be buffed/polished out by a wind screen repairer/fitter?

in theory, yes. In practice, it would be cheaper to replace the screen.

I'd be chasing the driver of the truck or the transport company for the cost of replacement. The load was obviously not secured properly

Thats what I thought. She didn't get the details off the truck, couldn't see through all the plaster over the screen.
