If your handy on the tools you could do it yourself.
Manifold from MTQ approx $600.
Turbo depends on quality and performance needs, secondhand $600+,
new Garret ball bearing $1500- 2K. GT28 .64 AR.

I'd suggest you budget 3-4grand.
lower if you're happy to use secondhand parts, higher if you're chasing more performance.
best turbo to chase is a GT2860RS with the .64 exh housing. Commonly called the 'disco potato' and used a lot by the 4cyl drift guys with SR20's, that means there are tons of them around second hand. The factory S15 turbo is ok as well and can be had for around $500 or less. You will need a T25 to T3 adaptor to fit it to an MTQ manifold, alternatively, a lot of companies in the states will make you one with a T3 internally gated housing so you don't need any adaptors etc.
Then you just need an exhaust, boost controller, turbo plumbing for oil and water and then you need to work out how to plumb it all up.
Alternatively, buy one of the hundreds of turbo kits that are all around 2500-3000 that include everything. Or check the classifieds here, there is a guy with a TD42 kit for $1500.
