Water level indicator wire problem?

Before I bought the 99 GU 4.5, the previous owner installed a "Automotive Marine Electrical Water Level Indicator Alarm" (model 04-93VW410) under the dash. Has anyone heard of these?

As a result of a recent short, one of the wire casings was burned through by another wire. The wire is covered in a red casing, then covered by a black casing over that. After cutting and joining the wire, the alarm now stays on constantly. Is there a reason for the two wire covers that causes the alarm to stay on? They cannot be cut and joined?

Any ideas anyone?
