Did you knock the new bearing cones all the way home? Sounds like they are moving in.

Hey mate same thing happened too me and i was pulling my hair out because i knew that i had done everything right and i was getting sick of taking it apart too just have it stuff up 100m down the road. What my problem was that the rear seal wasnt sitting home properly on the back of the rotor, so once ya pop the rotor on give it a good wack with a rubber mallet all the way around as you tighten up the locking nut, this worked a treat for me, every few wacks i could tighten the locking nut up a bit more and when you reach the end and it wont go any tighter then back it off half a turn or so. Hope this is your problem and helps ya out because i know it drove me insane. ~Ell-See
