swivel hub rebuild....
just reading up the steps to do this and the gregory's manual mentions that a special tool is need to press the steering arm and bearing retainer from the swivel hub.. is this necessary? also, how hard is it to get the cone washers off the swivel hub?

No special tools requires but probably makes it easier.
The cone washers can be a pain in the ass but just hit the end of the studs and they'll usually pop off.

No special tools required. Just tap the steering arm off with a hammer and remove the bearing seats with a brass drift.
Cone washers are easy to get off the steering arm, but an absolute prick to get off the hub studs. Use a combination of WD40, screwdriver in the slot, put the nut back on and tap the studs, tap the housing (lightly.. its ally) and meditation..
And lots of rags!!!

Get yourself a brass drift, most tool shops will sell them. Place this directly over the studs and wack the end with a big hammer. This will shock the collets free and not damage the stud (brass is softer than the stud). Big chance of mushrooming the head of the stud if you hit it directly with a hammer. Once the collets are free you shoulld be able to lever the arm off with a flatblade screwdriver on each side if it doesn't come off freely. Use the brass drift on the hub collets too and get youself a hub bearing socket (54mm) to adjust the bearings with.
I know you dont have a lux, but heres some info I found was extremely helpful when I did the front axle rebuild.
