By my math, 2,470w of panels, of which 16% is 395w.

So, is the maximum my setup able to produce, going to be about 400w?
Or is the 190w actually 16% of a theroetical output of 1190w per panel?

Kind of like engine power output may be 300hp, but when measured, only makes 200hp at the wheels?
Listen closely, you have 13 x190w panels forget the "efficiency" crap as you are only confusing yourself with a TOTALLY irrelevant and confusing figure of 16%. It ONLY relates to how much energy in the form of sunlight is needed to produce that 190 watts of power OUTPUT from the panel, ie the panel needs approx 1200 watts of light (INPUT) falling on it. The efficiency relevance stops there.

You have panels that output 190 watts each at full sunlight into your inverter. That is all you need to know. Total output to the inverter is 2470w and the rated maximum capacity of your inverter is 2500w.

NO... you will get what you paid for.

Its the efficiency of the converting technology NOT the rating of the panel!
