Yes and yes (if EGT's and boost are monitored and kept at reasonable levels - 550 C post turbo and ~ 12psi.) Intercool it if you can.

what model 2.4?
the ct20 from a 2L-T does not bolt straight on as it is a different manifold and head to the series one 2L.

I bought a 2.4 with turbo on it. It was all off a surf. I did an engine swap and found that the old head had extra manifold holes that the new one didnt. The head looked like .'.'.'.' but I wanted .'.''.'. or something like that. Turns out you just need to measure a few times, close your eyes and start drilling. Just watch out for water jackets. Had no dramas.

I would expect an 89 head to allready have the threaded holes to take the studs to suit a 2LT/2LTE turbo manifold.

EDIT: Doh .... cna't sepll etiher
