I made mine out of Ultra High Density Polyethelyne, so I can't use any of the choices you have there.
Its a white, ultra hard plastic that doesnt adsorb water etc, wont rub to create rust Ie: aluminium on steel etc.
I got 1 meter of it in the correct size for $35
Same stuff the body lift blocks from some of the companies are made of.

Anything that isnt solid is banned in queensland and in fact the neoprene and hard plastics are banned now too!
best bet is to get some made out of mild steel, or do them yourself it would only be $10 or $15 each! and you need a small spacer, say 15mm for your steering column! the rest will be EASY (need to re-work shifter boots)
2" body lift is the best! but i think the legal limit was 50mm and has been revised down to 40mm :(

i used ally solid bar but it is soo expensive unless you can get your hands on some cheap. It really matters on the inspector with qld transport. I got mine inspected and the fella went over it pretty thourougly and i had to pay $30. My mate said his inspector barely looked at anything and he didn't have to pay a cent. When you do a lift in qld you are supposed to get prior approval by sending in a vehiccle modification aplication form so they will let you know then weather 50mm is too much.
