Charcol canister

Does anyone know the purpose of the charcol canister? I noticed that the bottom outlet line on mine is just hanging loose, but I assume that it's where air goes out?

The fuel tank vents into the canister when the fuel expands- preventing unburnt hydrocarbons getting into the atmosphere. Then when the engine is running the vacuum sucks the collect fumes out of the canister and into the inlet manifold so the engine burns them.
