Bogged. At $650 that aint a bad price.
Looks like it has seen a tough life from the condition in the pic.
What I can never understand.........
If you are selling something and you are posting pics of it, or someone is comming around to check it out, WHY DONT YOU CLEAN THE THING FIRST.
Its so simple and makes it sell so much easier and usually for more $$$!

first thing i thought looking at that winch was , rebuild, new cable, new solenoids and prolly up for a motor aswell
and 2nd inspection of the supersize pick, it looks like its had a hard live but from the hawse with it it hasnt done much work the cable looks ok in the super size pic, so maybee the solenoids and motor will be ok
