Hi, I have a second hand hid kit. It seems to not work. Do they have an internal fuse of some sort or maybe globe. I notice the plug on the ballast can go either way. Does it matter which way. Thanks for any help

Your + - is the opposite to what you think it should be. I had the same trouble with my second hand ones.

will it damage it if it was hooked up the wrong way

No, I put my bulbs directly onto my battery to test which way and it didn't bugger them..

You should be ok.
