would a ccda and cams approved rollcage in an old comp rangie ute be road legal, or will it need to go through and get another engineers certificate????

To be both race ready and road worthy at the same time is hard to acheive.
The front part of the cage seems to be the hardest part.
Forward vision can not be impaired, sun visors need to be operable, occupant head protection from the cage needs to be used but this adds to obscuring forward vision. have a look at vic roads site.
