My personal opinion is just give ryan a call at Snake racing and will have the answer that you require, you are always better to ask the manufacturer or supplier before asking opinions, opinions are great at times but you may get the wrong information that can get you in trouble, some times with tech questions like this you would be better of to ask the guys who's name is on the product.
I am guessing but they should be 20MNV6 / Mecavel / Carbon hollow bar and welding is no problems and just let them air cool.
Heat treatment is not required if you are just welding on a top Strongback but if it is a high carbon steel you will be able to get them even stronger by getting them heat treated as well.
But like i said call ryan to be certain. ;)
