i have heard about scrub angle and been informed on what it does so my question is how does running off set rims/ wheel spacers affect your scrub angle and there for your steering and braking and tyre wear negativly?

Scrub radius. Changing offset changes scrub radius by the same amount - whether increasing track increases or decreases scrub radius depends on initial scrub radius.
Zero scrub radius typically produces quite light steering, but reduces straight line stability. Larger scrub radius (numerically - either positive number or negative number) helps with straight line stability, but increases steering loads (particularly at low speeds) and kick back.
Scrub radius is also affected by tyre diameter. Sometimes, increasing wheel track (i.e. numerically lower offset) can effectively compensate for larger diameter, and put scrub radius back near factory specs.
