to whom can help me...

Im another guy copping the scrubbing from my 33"s with a 2" sus lift on a 96 dual cab lux. now... ive seen and heard off moving the front diff forward. ive seen diff perches from superior and then thought what if i drill my own hole in my existing diff perches... can this be done and is it safe??

Yes you can but you will have to get a shorter drag link.
