Sounds like the throttle cable is stuck or the hand throttle is on. Or a peice of crud in the trhottle linkages stopping it from closing onto the idle stop.

the hand trottle is not on, could it be the spring to the idle unit?
this problem was only sometimes before but recently not that high, before it was only 1600, but after i wash it, it is a lot higher.
spray the butterfly linkages with WD40 or similar !!
where the cable connects to the carby , there is a white plastic cam , check that it isnt stuck !!!

tb42 carbys have a baffel under the carby when old and fu** they wear and come loose which can jam the secondarys open a little. if not this check the secondary butterfly and see if it is closing properly.
