ours is not to ask why, but to do or die!
hilux's, as well as other 4b's, have negative switch lights. this means light circuit actually puts 12v on common of globe, and turns low or high on by putting 0volts or ground on respective terminal. toyota also use system to indicate high beams on when lights are on and not low beam selected.
all this means to you by the sounds of things is remove relay and take to shop to get replacement, or go to toyota as stated earlier. assuming of course problem not elsewhere like blown fuse, burnt out wire or dodgey connector somewhere. better option is to re-wire that puppy with proper sized wire, relay for each high and low, and return to simple 12v switch system.
cheers

Also check and clean the contacts in the switch. They can get burn marks on the contacts and stop the lights working. Especialy with high watage globes.
