When you cut down the axle tube you need to either:

(a) cut down the axle shaft and it resplined (only works if the axle shaft is not necked down)

(b) get new axles.

option (b) will always be stronger if the aftermarket axles are made from decent material.

Why do you need to cut axles down anyway - it saves a lot of time and hassle if you don't have to do it.

Option 3 cut flange off end of axle, have machine shop bore interference fit in flane and press flange onto axle to required length, weld outside of flange "only" to axle, bore interferance hole in a bit of 2" solid round, champher inside to clear flange to axle weld, press on solid, weld to axle and to axle flange.
