If it is on the parks vic map for area it is legal, if not it is illegal. Most of the tracks under the power lines are not official tracks and therefore you are driving off road. The police and rangers have regular blitzes in this area.

The management plan you want is attached. At the end of the document is a map of the official tracks in the park. The document also lists which ones are closed.
