whats the best way to get paint to stick and stay stuck to chrome ??

you can blast it with fine garnet, i use just small "snap on "speed blaster. use a good quality paint 2 pak or poly U ,make sure the whole area is roughed up paint will stick no worries.

Can you tell me how long the sand lasts in the 1L container, and do you use an enclosed cabinet? I have never used a sandblaster but I would find one very useful.

Most good auto-paint supply shops will sell an etch primer made just for this purpose (chrome + plastics etc) but like prev. msg's mention, you gotta rough it up
grazza those speed blasters are bloody handy,bit slow on the big jobs but unreal on small brackets nuts bolts etc, container size isn't a worry air supply is ! I have 17cfm comp only just keeps up make sure air is dry& regulate at about 80 psi works better than 100 psi.
don't use sand doesn't work real good & bad for your health,buy proper stuff garnet for rust paint removal,& glass beads for satin finishing alloy.& make your own cabinet.so you can reuse it.
