An Oxy and a clothes peg
melt the peg into the hole if you want cheap and easy

When I took my snorkel off and one of the bolts turned inside it I just plugged that hole with a hot glue gun and melted it in there. I didn't use that bolt hole again as there were others to use.
It sealed the hole up neatly and water tight.
