MQ diesel with a cold start smoking problem

OK Guys - "Trev the Truck" as my with refers to my 1980, SD33, MQ LWB Patrol, has a bit of a smoke problem when cold. Start the thing up in cold weather and it runs like a hairy dog until it warms up. Initially grey (unburnt diesel) until it really kicks 3over, and then blue (oil).

Head, valves, stem seals, have been addressed, and the compression is acceptable on all pots. Once warm it settles down, though 'seems' a bit down on power when looking at hills (blows a lot of black smoke then).

I am thinking rings, which have not been checked) may be a bit clagged (previous owner(s) did not maintain it that well).

Any thoughts or suggestions?

Souns like Pre heaters to me..
Check with test light when key 1st turned to on to check relay output is working.
Each glowplug can be measured with an ohmmeter after link taken off.

Tks Bazzle - glow plugs are fine + new pre-combustion chambers (with head rebuild), and new injectors.

The fuel smoke would be from initial cranking, and then once it fires there tends to be a spasmodic miss + blue oil smoke. That is why I am leaning toward oil rings clagged - once it warms the rings expand and no more problem.
