Load Sensing Valve - Rear Wheel Brakes

I'm still having problems with my valve set up, after installing a 2" lift.
I have measured the length of the spring, and its 207mm, and it is sitting about where it should (looks pretty flat).
The problem is, all my braking is on the front, even though the spring appears to be in the correct position.
The spring has no tension on the valve, so it is fully open (or closed), so I am assuming the spring may have stretched
Should I just slot the current bracket so that the spring forces the valve to sit about halfway between each end?

if i were to move the lever by hand should there be some resistance to it? or should it just move freely?
