Power Steering probs...

My 91 diesel 'Lux is having power steering probs.

With no force on the steering wheel the pulley rotates as per normal but when the pump is loaded when turning the pulley fails to continue turning the belt. It has a high piched whine while it grabs for traction. It is not the belt slipping, its the pulley not rotating.

I have tightend the nut on the centre shaft on the pump that holds the pulley on and every thing else seems normal apart from the continual leak it has had since I bought it.

is the nut turning with the pulley or is it stopped when the pulley is turning :?:
