can i cut/modify the cross member on my suzuki LJ50 circled below without an engineer doing it or getting it checked??

i think you're gonna need to cut it.
get that engine sitting lower and rebrace the chassis afterwards.
don't fear an engineer. they'll help you build your junk right the first time.
you've got a nice project. imho, don't cut corners.
