Could anyone please tell me if a full external cages are legal in NSW ,if so do they have to be enginerred ? This is like what im after

Yeh just a roof rack, make sure there are no sharp edges or anti-pedestrian fittings and you should be ok.

Only thing you may have trouble with is the bar in front of the windscreen.
Other than that yeah its just a roof rack :)

There would have to be a loophole somewhere, i guess as long as it didn't affect vision and didn't affect the wipers or the bonnet opening I think you would be ok.
