too many variables. this is a bad question to try and answer.
depends on the type of buggy, whether its from a chassis or scratch
wat parts u have and wat u have to buy, how much time u have to work on it, how much money u have.....

a fully committed project would take up to 2 weeks if all parts are available.
in the US one buggy was built in 5 days
RUFF's budgie was built in 9 days i think
mine - about 4/5 weeks (nearly complete) mainly becuase theres no rush as the next werock is 2 months away.
Adrians - 3 weeks i think for the second round of werock previously
It all depends on your finances, accessiblity to equipment such as tube bender, welder, notcher etc and most important of all - TIME... do you have the time to do it?

How long is a piece of string.
Depends on specs and available time.
We have built 2 chassis one took 2 days the other took nearly 2 weeks.
Knowing what you want before you start is a good idea.The last one we just finished took 7.5 hours judt to weld it all up.
If everything was on your side and there were no holdups i wreckon you could do 1 in 1-2 weeks.
