Hey, I'm trying to find a spare wheel Carrier for a 91 4runner. I been told they are extreemly rare..... And that the ones for the surf can't be fitted... Anyone know where to start looking??

If you can't weld, get a quote from a welder to make it up. There is probably about $200 in steel and 4 - 5 hours to weld it. Might come in at around $500 - $700.
Or you could buy a 2nd hand surf one and mod it to suit yours.
