the havdbrake on my shorty won't hold on the slightest of hills. what's the go with adjusting them so they work

I had the brake shoes replaced in the hand brake drum a few months ago.
Once we replaced them and put it all back together we took one of the gromits out and rotated the hole to the lowest spot. then with a torch and a screw driver you can tighten it up.
