They tyres are recommended for an 8.5" rim, It is only a recomendation, not even a rule, let alone a law. Yhet are also speed and load rated for heaps, heaps more weight and more speed that what you are ever going to need in your 4x4. So the engineer, if he knows his shit (and you know what to ask him to do) can de-rate the tyres by a set percentage (say 10%) to allow for the performance loss by fitting them to the narrower rim, and your tyres will still be rated way above the speed and weight that the vehicle needs..
My track width increase works out to about 140mm or thereabouts, is written into the report, stamped off by the RTA, and the paperwork is in the glovebox. These limits they set are rules, not laws, and with a bit of clever wordage, some common sense, and an open mind, you can make some pretty wild shit seem pretty tame on paper.
It basically comes down to $, once you get beyond the limits of the basic certificate, and road testing, materials testing, and engineering & law theory start having to be proved, you are up for about $350 an hour to pay ofr your engineers time, If you had enough $, I reckon you could get a wildebeest registered for higway use.
